I asked a guy friend to go get tattoos with me. He asked "what are we getting?"

I assume (and I could be wrong) that he thought we'd be getting matching tattoos.

Women think everything a guy says to them means he likes them. He was either being funny flirty, or saying 'we' in an informal way. Ya know, like how someone might walk up to you at work and say "How are we doing today?" when they mean how are you doing today.

Unless he's said or done other things before that might imply he likes you, I wouldn't overthink this so much.
