That would depend on his age and his reasons for it. Most excuses are weak, to say the least.
No it's not. If your reason was different than social anxiety it would probably be more of a red flag, but this is completely fine. Obviously it depends on the girl, but a lot of us appreciate guys with less experience and dating history. It's comforting, especially for a girl who has also never been in a relationship.
