It depends on if he says it as an insult or just slang for "dude" or "friend". I can see how it comes across as inappropriate either way, but I do think that intention matters in this regard. I would say it's better to explain to him that you feel uncomfortable by it (if you're the black girl in question) and if he quits saying it then it's worth to give it a shot. If he continues, then he's likely a fool and perhaps a fetishist. People with fetishes rarely respect the culture of their "preferences", so that would be a clue if he is one or not.

I grew up in a Hispanic/black community and I think they grow up listening to a lot of rap, so they end up making it part of their vocab because they think it’s cool. It’s just been normalized among certain communities just because it seems “cool” like in rap videos. I don’t think I ever saw it be used as in a racist way, it was more of a way to call a someone their friend, however I would still educate him and help him understand it’s actually offensive.
