It's 50-50. Intentionally moving your butt cheeks close to him in that area, or rubbing the bottoms of your legs across there, will send a message that you want sex. Simply stroking his cheeks with your hands tells him you want intimacy, but not necessarily sex.

First of all, it absolutely could. It's not the 'cuddling' itself though that would provoke a sexual response, but the body to body closeness. Of course, there's a lot more going on in a man's mind that sex (sometimes... idiots exist)

He was so incredibly turned on. But, that's not a bad thing, if anything, it's bonding. He's obviously very concerned about not making you uncomfortable. I suggest giving him a light shoulder rub, let him know he doesn't have to be tense. There is a stereotype that guys turn into flesh-crazed zombies that can't control themselves when aroused. Yes, I like it when she sits up lengthwise on the couch and I lay down resting my head in between her thighs while she runs her hands through my hair. That's my favorite. not always, depends where parts of him are touching you like yeah if you were spooning and his d*** is close near your ass or touching near the boob area but if your just side by side watching a movie cuddling then I doubt it, its more of a loving moment
