How can I improve my English language and learn new words?

It might help to speak to read books in English and talk to people in English while searching words you don't know. I don't think using a dictionary to learn new words by itself is an effective strategy because most words aren't in use on a day to day basis and it's very easy to forget the words.
Just take a book or newspaper and a dictionary it could be Hindi to English, English to Hindi , English to English. And see in which word you are having problems and check the meaning
After few days you will see your English has improved. If you get chance you speak English with your friends, families and whatever person you are talking to just speek in English. You will see that by doing this your English has improven and you have good accuracy in speaking. so just start doing this method.

If you alter the sentence slightly and see how the translation changes, then you can begin to learn some more about the language.

read, read, read and then read some more...
I would suggest you to read from variety magazines, for example, Reader's Digest magazine... and you can also check their site online... magazines usually have a wider variety of subjects.
and if you want to be amazed by great reads and vocabulary, then make sure to check out all of @AmandaYVR herTakes here at this site, that would really be a great start, and yes... get your dictionary ready.
- reading academic papers, like i thought my English was pretty decent until i had to go through papers :')))
- books (if you choose one topic you'll learn more specific words)
- talking to native people
- documentaries/tv shows/ music
also depends on how you like to learn, some people prefer reading > listening

Try a smartphone app like Duolingo, or one that fits your needs.
ask to speak (or write) with an English speaker about subject that you usually know nothing about. you'll learn new words every day.
What worked for me was writing down every new word I came across and write it down and try to use it in sentence.

Read books. Anytime you hear a new word, just Google it. That's how I did it.
