Why do some people think that not impeding traffic trumps driving at the speed limit?

For example, some people get mad at drivers for driving at the speed limit in the carpool and PASSING NOT SPEEDING LANE and then the same drivers who get mad at speed limit drivers always slow down when they see a cop and if they get pulled over by a cop they get mad at the cop for giving them a ticket for going over the speed limit. Yet these are the same people who say '' the speed limit is too low and you should not impede traffic" when the majority of the time impeding traffic is not on the law. In California at least, it says that drivers may not drive below the posted speed limit as to impede traffic. It doesn't say drivers who drive at speed limit shall get a violation for going at the posted speed limit.
