Why do some people think that not impeding traffic trumps driving at the speed limit?

For example, some people get mad at drivers for driving at the speed limit in the carpool and PASSING NOT SPEEDING LANE and then the same drivers who get mad at speed limit drivers always slow down when they see a cop and if they get pulled over by a cop they get mad at the cop for giving them a ticket for going over the speed limit. Yet these are the same people who say '' the speed limit is too low and you should not impede traffic" when the majority of the time impeding traffic is not on the law. In California at least, it says that drivers may not drive below the posted speed limit as to impede traffic. It doesn't say drivers who drive at speed limit shall get a violation for going at the posted speed limit.

It should be plainly obvious that the word of law has created an adversarial situation.

Compare this to the UK; you are required to be courteous and considerate of other road users.

So being slow and causing an impediment to other road users means that you should when possible pull over and allow them to pass, but the slow moving vehicle isn't doing anything wrong by going slowly, everyone has a right to use the road and some vehicles are simply inheriently slow; tractors, cyclists, horses etc.

This is what happens when you rebel against the crown and start making stuff up on your own. You clearly can't cope with organising yourselves.

Hat has recently perplexed me is the smart motorways. I don’t understand them and how they can change limits by 10 mph and have a camera attached to the new speed limit, every one breaks like crazy. This must be more dangerous than a constant flow of traffic.

The whole point of adjusting the speed of the traffic dynamically is to create 'a constant flow of traffic'.
