This month in history why did Japanese Emperor delay the surrender?

this month in history, Aug. 6, and again on 8, major atomic bombs destroyed two industrial cities in japan.

delayed, not surrender on date 7, due to a-bomb nor 9 due to second nor 16th as promised?

later, on 15, announced surrender, why not on 8th? after seeing powerful bomb? if not due to one, one 7, why not after two? still on 9 no surrender? and if ordered on 15, must obey orders? this was emperor not merely a general.

They were considering fighting on, the two atomic bombs to them was just more attacks on their cities which had already been mostly burned to the ground. For instance the most devastating bombing attack on Japan was not the two atomic bombs but instead the bombing of Tokyo was killed more Japanese than the two atomic bombs combined and the overal bombing was devastating. In the invasion of okinawa the Japanese lost 250,000 soldiers and civilians on an island that inhabited may 350,000 people.

Why did they surrender probably because the recognised that with the huge loses they'd taken and remembering the loses the Chinese took in the war with Japan (35 million) that the war was completely lost, the Allies were not going to accept anything other than unconditional surrender and if the US actually invaded mainland Japan with the resources they already had in the Pacfic and the armies and airforces that were now free in Europe that there would be barely a man woman or child left when it was all over.
