How did he get 10k over the advertised salary?

Basically I've been told countless times that head office is over spending but I've found out a new hire is being given 10k over the salary range because he ask for more money.

We both have managers titles but the is like 20k more than what I earn. I can't believe it and it makes me feel like it's a boys club. I've always felt valued at my company but this has enraged me.

How should I approach this?
