Is a silent follower just as guilty if someone gets falsely framed and you know it's not true?

My 3 friends falsely framed someone for stealing. I didn't went against them but didn't accuse either. I just said nothing. This is the 2nd time I've seen something unfair happening but I never say anything out of fear of then either getting bullied myself or becoming their target.

Standing up for what's right sometimes can be hard and risky after all.
