I mean not necessarily? Domestic violence or murder is mostly private and yet the perpetrator can still get in trouble. And you can still get sued for violence or whatever even if no one was there to witness it.
Plus cameras and technology now. It’s more of a general ‘if you’re caught’ not just caught by people

@OlderAndWiser is right but unless you kill the person there is by definition at least one witness (the person you hit). And with murder, you only get in trouble if the cops catch you (which they do most of the time).

I think it is true. When I first went to work in the public sector my boss told me that it was different than the private sector. He said that what is really happening is less important that what is perceived.
Considering all Police Officers are essentially Professional Witnesses you are more likely to get in trouble in front of them to be perfectly honest!

Think about it. Most murders are committed without eyewitnesses.

Nope, you get in trouble for things that you do not keep to yourself. I have known plenty of people that had to brag about something illegal they did only to find law enforcement at their door a few days later. If they did not get drunk and open their mouths then no-one would have ever known.
I don't know if that's the best example but I definitely agree. I've had super close friends that have done dirt, know they ain't got to worry about me snitching, they know I know they done it but would never admit to that shit in a million years.
