Yeah I think they are. Not among very young kids but definitely among kids aged 5-10. Also, video games are killing "playing outside" in which I believe every kid should play outside a lot, like I did. I still have such fond memories from when I was a child. I think today's kids are missing out and parent's need to take action.
As much as I love gaming, I do think there's way more to life that it.
It's usually children who play with toys upto age 10 or 11. It depends on parents what kind of toys they want their children to have. Unfortunately these days there are many bad parents who buy their children mobile phones and those baby computers which are the worst kind of toys you can buy for them. Parents argue that their kids are getting smart as they will easily adapt to digital world which is a complete bullshit reason. Are toys dying? No they aren't. If action figures count as toys which I am sure they do then many young teenagers today do have collection of their action figures.

I was just at a one-year-old's birthday party. Pretty much all they got was toys. I think at least through the age 1 to 6, children will still play with toys, since who in their right mind would give electronics to babies? And I work with kids and they still get super excited about toy cars and animals and stuff.
Also, stuffed toys are nice gifts for adults too. I still value my stuffed friends.
