Dang, this is a REALLY good question. So good I cannot vote on either. Why?
1. I have never seen any of those weapons in real life if you don't count the internet or a sword in its sheath.
2. I have never touched either weapon.
3. I have never bought any of those weapons. And I'm sure The Katana and Sai are most certainly illegal here in America to have.
4. I have dreamed however the Katana, Sai, and Bo at one point and have a feeling I can use all of those weapons instinctively. With or without training.
Overall, all are powerful weapons, all are equally great weapons of choice, and all Ninja Turtles are heavily skilled that it would be biased for me to just choose one. It isn't to say none of them have weaknesses, but again, I have to do extensive research on all of them and view again the series [Not including live action] again to see which one is great. Definitely not now. I have other work to do.

Katanas are legal in most parts of the U. S. Arizona will let you open carry them. Sai's are legal in many places but not to people under 16 often.
Instinctive katana usage doesn't work for most people. Most don't have a good sense of the steel's flexibility and wear. If you've lots of other blade experience and know a bit about the historical fighting style used with it you might do alright.
Use guns instead. Rifles. Lighter, "tactical" ones are easier for beginners. I liked using an AR-15 as a kid. It's loud, but that's really the only drawback. You can't actually get too much quieter than that anyway.
Oh that I know. I plan to get a permit eventually and use one. But I still would use any type of weapon. Guns are okay, but I need some leg room because I'm more of a intuitive fast tactician to match my energy. By me being hyperaware I have to be able to use similar moves. A gun should be my last resort choice.
That's why I made the tactical suggestion. Truth is, you're a woman. A short-barreled rifle will keep you safe, a staff will make you a target.
A gun would be too stiff for me. I do long and med range, but I am more of an aggressive fighter and do better at close range. But I have to be fluid with my movements because my body will instamtly react to anything or anyone who gets to a certain range of me I have to have the ability to strike first since I will already know before the enemy will.
That's perfectly okay for a staff to make me a target. Whose to say that's not what I want them to do? Especially, since I am a woman. Only a fool would assume my size and gender is enough to judge a person's skill set and power. I didn't work with weights at 8 for nothing you know.
Forgive my laughter, but as a person who has lived around some shady people I implore you to check your attitude. Realism is a virtue.
And it's probably wise not to use the weights thing as a brag, you wouldn't want folks to make fun of you.

But I know better than to expose all of that yo an enemy. Quad adaptive, so even if I was to tell somebody that it was only just plant seed of doubt in them anyway. War is more than just physical it's psychological and spiritual as well.

In fact, where I live now has a 87% rape rate, and a few crazies as is. And I had my home ransacked, invaded, and broken into with one police officer having to have found a hunters knife burried in the feet of snow right by the downstairs window.
I think by now should let you know the serious dangers I have faced and still must think about every single day. I have no time for fun and games. Through years of physical abuse by people and family, I had to learn to become tough skinned. So people can say what they want, they just better hope they don't threaten my life or those I love, cuz I will not hesitate to end theirs if push comes to shove. I am not a violent person, but I will do what I have to do if I must. There's a reason why it is said he who lives by the sword dies by the sword. If I choose to pick up any weapon then I must be prepared to die with it. Because of you unwisely someone's blood can God forbid be on my hands, and I must answer for it. Only a fool thinks things like this is trivial. I know someone personally who has done so years ago and has trained with the sword, and has lived by the sword. He even said there are still spirits you catch from that. It haunts him So much he had to put it away and never touch it again. That was way before I was born. So seriously think about what your saying. Because he would concur. It's not like what you see in fictional movie this is real life. And there are spiritual consequences to things not just physical.
I've seen all of them. Used something similar to nunchaku. I'm actually fairly skilled using a bo staff. Okinawan style not shou-lin.
Sai is the deadliest, katana is relatively short in reality and sai is much safer

I think Leonardo's weapon is the deadliest one.
