Short answer - because he's a handsome pretty boy who was in a boy band curated towards young girls and his handlers managed to maintain his fame/career into adulthood and he still has a strong female following.
Longer answer - everything I said in the short answer but also add the fact that he is rich and fashionable... well when he isn't virtue signaling to the media and society's "cult of personality" (there's a really good song from late 80s/early 90s called "cult of personality" worth checking out). Everything he does is fabricated, he's a puppet to his management, publicist and whoever else dictates his career. Anybody that views his BS as rebellious or as a "IDGAF" attitude is naive and extremely mistaken, it's facade and like most people in the public eye - celebrities, actors, mainstream musicians (if you can even call them that, when in actuality they're mostly hacks who are musically inept). But the main reason he's relevant is marketing and that he's attractive, anyone saying otherwise is liar, but I'm sure there are people who like his music that don't have any strong attraction to him but it's mainly the other. For example, I follow a lot of different IG models that I'd probably "personality wise" hate but I ignore those factor because I find them extremely hot & attractive, I'm aware of my BS/hypocrisy when it comes to that which makes it easier to understand the BS/hypocrisy when it come to this clown.

he's kind, talented, intelligent, charming and polite; he isn't a racist or a homophobe but in fact he's a feminist. the way he talks about women is just chef's kiss, even though he was called a "womanizer" during his 1d days it was all the management's fault. you can see how he really felt towards women in the video down below. he was never the type of person who would just use women for his own pleasure.

I think what attracts women other than his face is his confidence, humor and charm. He’s a pretty funny dude, and he’s overall physically attractive.
He doesn’t care what other people think about his appearance which is honestly really masculine when you think about it; he’s comfortable in his sexuality and is still considered a sex icon regardless of the fact that he dresses feminine sometimes. His tattoos are pretty sexy and I like his shoulder length hair.
I personally thought he used to appear way more attractive maybe like, 8 years ago? But he still has handsome features and his voice is one of the best male voices you hear today. The only person I thought had a better voice than him in One Direction was Zayn. Overall, I would rate him a 7/10 now, but younger me definitely thought he was 10/10 lol.
a man who isn't afraid to act feminine can be very attractive. Especially if they're good looking, confident, and definitively attracted to women. It shows that they're comfortable in themselves, their masculinity, and their sexuality in a way that most men simply aren't. He performed by my campus one night unbeknownst to me and I was wondering why there were all these girls about in their sexiest look to go see some performance... I look it up and it's this guy. I search one of his songs and it's some bullshit cringy song about sex with the most superficial lyrics against the most mediocre tune.
