Terminator.
Robocop is slower, his weapons are weak and he's more susceptible to damage.

Being part organic. Means he's more susceptible to shocks which don't even damage his armor. Like a good hit. Which the Terminator is capable of delivering would knock Robocop out.

Although if Robocop has his hands on one of those 50 cal sniper rifles with armor piercing rounds. Plus he has some range. He could likely put the terminator down.
