I was the customer, she was the one selling burgers.
I got those a lot from waitresses at places like TGIF and Hooters. Yet I suspected they did that for lots of customers. I took the whole flirtiness as part of an act to get tips and return customers.
I've actually seen waiters and male bartenders do similarly with customers like winking at them and flirting a bit. I even befriended a bartender who was like this and I thought at first that he must be attracted to all his female customers, but he told me it's just to get them to return to his bar and he refuses to date any customer.
I tend to think it's rather unethical but maybe understandable for people trying to scrape together a living to try to leverage their sex appeal if they have it to try to earn more. I would prefer it if it was kept more professional. Here in Japan, most people don't do this, and it would be considered extremely unprofessional if a waiter/waitress did this, but we don't have gratuity/tipping for the most part in Japan. All the times I received things like hearts on the receipts were in the US.
I think you can just remain friendly though as a customer. Maybe not a big thing unless she shows strong signs that she's not doing this flirty act with any other customers.
