Well, while Bully Magiure is purely JUST a meme or at least not too much more than simply that, Ultra Instinct Shaggy actually has some form of fan stories and his power has been shown, although i don’t believe I’ve never seen him at 100% which says something because I’m sure even at 1% he would be a decent challenge for someone like Son Goku at least in SSJB form. The closest thing Mr. Magiure did to power was probably just Watch someone’s Tone, as in smacking them in the face or maybe even setting them on fire and then dancing as they burn to ashes. But I’m more than certain well ALL can agree that some rapid oxidation won’t leave a spec of dirt of UI Shaggy. So basically, we have an idea of Shaggy’s power, while with Bully, he just… bullies So I’d automatically assume Shaggy wins with absolute ease
