There is a semantic difference between famous and celebrity that one could use here to answer this which would mean they are not a celebrity but just famous. But it's all relative anyway, someone could famous in a town because only couple hundred live there but everyone knows that person for something therefore is famous to people in area.

So you could say they are a famous on Tik tok for example but elsewhere not so much. You could say they are a celebrity on Tik tok but again not anywhere else.
Overall it's a pointless thing to debate about yet I will still make a in depth comment about lol.
