 #1 GTA III. It had the most original hits that I’ve NEVER heard on the radio and had to actually go to the game to listen to.  Remember stealing that car hidden in the autoshop? Man I used to cruise to the best hits on  Head Radio and Lips 106  while runnin from the popos hoe. Remember Dezma singin “ LIFE IS BUT A MERE SUPPLY OF A FEW GOOD FCKS AND THEN YOU DIE” #2 Forza Horizon 3  for offering such a great variety! I had to add the soundtrack on SoundCloud. IT DOESN’T MEAN IM SORRY!” #4 GTA San Andreas  with the variety and oldies- Pac, James Brown, Guy, Cypress Hill, Slick Rick, Rick James, Heart, Kool & the Gang, Gap Band, Cameo, Zapp, Dazz Band, Maze, Ohio Players, Rob Base, En Vogue, Boyz II Men, SWV, Ralph Tresvant, and Bell Biv Devoe. #5 GTA V  which I’m sure everyone is still pretty familiar with. But i’ll always love ridin to George McCrae “I Get Lifted (Up High High)” and Britney Spears “Gimme More” As for commercial trailers, Kingdom Hearts still had one of the best with that Hikari Utada Simple & Clean song. Topping the list is Star Control 2. Some of those tracks are totally listenable on their own, and to this day, my phone's text message sound is the Supox victory theme. It was the game that first showed me what a soundtrack can actually DO for a game's atmosphere; the Quasispace theme alone is worth the price of entry (and that was back when it cost actual money; today the open-source port called "The Ur-quan masters" is available free); it actually SOUNDS like what you'd hear in another dimension.

Next I think is Vampire: The Masquerade: Bloodlines; I've read that Rik Schaffer had just gotten out of jail when they hired him, and his bitter experiences influenced his music, which suffused the game with a very dark and broody feel. Fantastic stuff, in context- I don't know if it's the kind of mood I'd want in my day-to-day life, though.

It's cheating, but The Babylon Project, which took all its music from the show, also has excellent music, since the show was phenomenal in that regard; I even have a few episode-specific soundtrack CDs, because I just couldn't say no.

If we count music sourced from other places, then I need to put in a word for Saints Row 4. Owing to specific game details I won't spoil here, you don't spend a lot of time actually driving, since there are faster ways to get around, but there are some gems in there, and the bits where you're cruising around the city as a hundred-year-old six hundred pound Japanese woman with the voice of a Cockney soccer hooligan while dressed like Ronald McDonald and your character starts singing along to the radio are just precious (double points when you're performing a duet with one of your team members, who you've been with through three games now). And the final battle is fought with Stan Bush's "The Touch" playing in the background, so the game simultaneously lets you add that to your bucket list AND cross it off.

Star Wars Republic Commando one of my all time favorite games the songs in it all are good to.

But Vode An always struck me as epic because it's the way the song is was designed plays homeage to the lore behind the commandos in the game and franchise and it's actually sung in the Mandalorian language from the Star Wars franchise which I just think is really cool because not many songs are actually sung in a fictional languages from a franchise.

really harkens back to the old days of gaming with it's music all the songs are really good and really retro sounding in a good way and the final boss music really sounds like the main boss music from a old school game to me and it's just really good sounding.

Warframe

Songs in this game are so good but three I really like.

1# This is what you are

Really beautiful song that plays at a pivotal moment in the story and a lot of players of the game have a personal connection with it.

Literally a chain gang song that wouldn't be out of place in a industrial age coal mine or railroad it's catchy I always find myself humming it while working lol.

Final Boss fight of Sekiro

The song fits the lore and myth of the character your fighting so well it sounds like your fighting someone straight out of a myth or legend which fits because you are fighting a legendary individual who's basically a god of war.

You make this easier for me since I have similar choices and same choices. So, in no particular order:

Need for speed Underground 2 is in because of Riders on the Storm is awesome, and the whole soundtrack is eclectic and pulls you in.
Comix Zone had a fantastic original sound track that I sometimes played from the menu. If you don't know it you are in for a treat, since I think it's one of the best 16-bit games ever. Period.
Final Fantasy VII. I saved all the money I had for a long time for this once in a lifetime game, and I played it a couple of times, including the Restoration project. I was told by my friend the Remake is different but the magic is there with today's visuals and gameplay. I am waiting for all of them to come out to have that experience.
Omikron: The Nomad Soul. So get this: the soundtrack of the game includes the entire David Bowie "13" album, he and his guitarist Reeves Gabriels made the entire soundtrack, David Bowie himself is a character in the game, and he has live shows right around the corner that you can attend, and you can even transfer your soul into the Bowie's Supermodel powerful wife Oman. I love this game and it ever has a remake or spin-off, just "shut up and take my money!"
All of Benoit Sokal's Games, even the ones I haven't played... I'm biased🤷🏻‍♂️
Fahrenheit's every single sound and song is sweet, just feels right. Quantic Dream games all have great soundtracks, in fact. Detroit is one of the best games I ever played.
Assassin's Creed 2? I only played the first 4 but they have something for everyone.
The Longest Journey is great but Dreamfall is even better! 🙌🏻
Honorable mention: All the Myst and sequel Games, which I own but haven't finished, in memory of a late friend and his grieving family.

Oof right in the feels. I just nostalgia'd all over my truck. GTA III on the PS2, that's a throwback. I didn't like Head Radio, but RISE FM was the first time I heard dance/trance music and I was smitten. Taking a slow cruise across the map, not breaking the law or anything, just driving as the streetlights loaded in and the rain came down. That's the good stuff.

Of your actual question.. I'm gonna say Fallout 3. I've got a love/hate relationship with that game; I won't go into detail but it saved my life, in a way.

As for the soundtrack, it's flawless if not limited. The music captures the sense of loss within the events of the game; you cab tell the world stopped in a moment. It's hauntingly eerie and indifferent; a joyous melody about spring plays as you execute a warband of slavers at one moment, while the next you're a bloody pile of limbs flying through the air as the national anthem plays. And Agatha's station, should you complete it, is tragic to the extreme.

So many memories wrapped up in that buggy-ass game.
