I'm suspecting it could be a self portrait and a stylus appears to what is being held irrespective. Almost photographic, so a realism school. Probably a french artist too :). Has to be.

Though I think the man in the painting is Dimitri Mendeleev, but as for who painted him, I haven't the slightest idea😂
Though knowing you, it's probably some French artist, but I don't know any off the top of my head head

We need to destroy it before it gets out hand.
This technology in the wrong hands is extremely dangerous.
