Oh man…. great question, but kind of hard, haha
So…. I’m a hip hop guy, but I’m going to assume you mean technical SINGERS and not rappers. Also, I’m keeping it to singers who were current at that time. I have others I was big into at times but their time was long over, I’m leaving them out to keep the flavor of each decade intact. This will be off the top of my head and I’m sure I’ll be like “Dammit, I actually should’ve said so-and-so, how could I forget?”
I was alive for only 10 months of the 1970s…. I’d probably go with Stevie Wonder
1980s: I was a little kid, so probably Michael Jackson. That sounds terrible as I read it back😂 What I mean is that he was just a megastar when I was too young to have my own niche tastes, so he was in our face at all times, and he made great music. Probably might make an argument for Axl Rose too, I loved Guns N Roses when Appetite For Destruction came out.
1990s: strong R&B era, this is my toughest choice. My heart says R. Kelly. My brain says Lauryn Hill. Elsewhere says Mariah Carey, lmao, but she’s probably technically the best singer of all of them. All three are outstanding though. (Obligatory “Fuck R. Kelly the man, though) Strong vote for Billy Corgan of The Smashing Pumpkins in the Rock division.
2000s: There were plenty of strong R&B choices here, but I’m going to give this decade to Hayley Williams of Paramore, when they were still making good emo music, haha
https://www.youtube.com/embed/_TYlOXVdVcQ2010s: this was the decade I started becoming old and uncool, lmfao, I’m getting a little out of the loop here. I’m going to say the kid from Greta Van Fleet, who I’m going to have to briefly depart to get his name…. aaannnnddddd I’m back, it’s actually Josh Kiszka, aka Junior Varsity Robert Plant.
https://www.youtube.com/embed/U3-hRlnL6jQ2020s: now I’m really in trouble, lmao. Yeah, holy smokes, I’m googling a list here and it’s all people I’m unfamiliar with their music or people who are kind of holdovers from previous decades (Drake, Beyoncé, Rihanna)….. I’ll go with Post Malone, I guess? I kind of think of him as 2010s too, but he’s at least more recent to me. He’s pretty solid, I enjoy his songs that I’ve heard👍

Wow, this will take a lot of work. I assume you mean singers who were mainly popular in that decade. So I have eight decades to look into. I'll just search each decade and pick a name from a list. So semi-random picks.

From 0-10, probably Lady Gaga. I only knew music from what my mom and dad played, and Lady Gaga was one of the very few pop artists my mom had a couple songs from. I loved pop from the moment I heard it, so Lady Gaga was an easy choice when she was one of very few available options.
From 10-20 though it's changed a lot. I guess my favorite singer is Lana Del Rey, but that doesn't necessarily mean she makes my favorite music. Before her, it was Marina. These days, I love Charli XCX, even though I can't really say she's my favorite singer, because it's not her vocals that stand out in her music. Honorable mention should go to Grimes, who was extremely inspirational to me artistically. Unfortunately, he recent behavior has made it increasingly difficult for me to fully enjoy her music these days.
