No, it was the fifth game in a series that has gone way off the deep end and become a convoluted mess of forgotten or otherwise ignored lore that may as well not matter anymore because it changes on a whim. Bethesda has infamously given their other franchise (Fallout) the same treatment for petty reasons.

That said, Skyrim was very loosely based on Norse mythology and generic high fantasy, but mostly drawn from its own setting established in previous titles. The next game in the series has been rumored to take place in a setting that will probably be more similar to Game of Thrones and the real-world Wars of the Roses it was based on.

If you're asking because they both mistake Wyverns for Dragons... that is pretty much the only thing they have in common.

The Elder Scrolls lore is a lot weirder at its core than ASoIaF... but after their success with Morrowind, the subsequent entries (Oblivion and Skyrim) represented a considerable dumbing down of the franchise to make it more mainstream. Making Skyrim all about Wyverns and calling them "Dragons" (when they quite clearly have the wrong number of limbs) is really just Bethesda scraping the bottom of the barrel and coming up with the most generic copypaste fantasy imaginable...

The first elder scrolls game is two years older than the first Asoiaf book. Both have strong influence from other fantasy settings like tolkin for excample, But they are unique stories.
If you ignore generic fantasy things the only connection they have are dragons as the story focus and a fight for the throne. Even those things are far from rare in fantasy.

No, Skyrim is older than all the books to game of thrones, and the elder scrolls series as a whole is much older than that. Skyrim itself is based on a mixture of norse mythology and toulkien inspired fictions.

Game of thrones' author did base its main theme song and the book series title (a song of ice and fire) off of the song of storms soundtrack from the legend of zelda though.
