I dunno for sure, but i think “The Blair Witch Project” started the trend, or at least made it mainstream. Lots of movies have followed suit. It seems like a convenient way to work a low production budget into the movie and more or less force the audience to accept it.
Most of them are mediocre at best, in my opinion. But there are a few standouts.

One day I ended up at lunch with one of the guys who made Blair Witch and the whole conversation turned to that for the rest of the time. We should have filmed it because it was such an interesting discussion (not just me, about 6 or 7 people at the table).
I'm not particularly an aficionado of modern film, so the mere popularity and renown of The Blair Witch Project is the only film of that type that I'm aware of.
