Do I have to buy a bird?

My friend has one and thinks I need to look into birds and says it's not too late in my life to get one

Birds need attention just like people. Do you have time to spend with your bird? Their cages need cleaning often. Do you have the time and interest in doing that? They need changes in what is in their cages and where it is placed to keep their interest. Are you up for all that?

If its not something you want or have the time for then why get one. They are living breathing creatures that require care. It’s something you will need to invest your time into and your peace of mind because they are not quite

No I don't want one I had a yellow and grey cockatiel bird before and he was loud and annoying most of the time

Well, do you WANT one? They can be good pets, but they require a lot of special care.

Then don't get one. They're living things, with feelings and desires of their own; it'd be a terrible thing to bring one into the life of a person who didn't want it.

Yeah I've had one kitten, and 4 dogs in the past
