I agree with @E_mily, depends on who's in it and how exactly it fits. Generally, the less curve you have, the less "sexy" something looks. Meaning, a thin girl without hardly any junk in the trunk is much more likely to be able to appropriately pull of a form-hugging outfit than a thicker girl with prominent curves.

For example, this girl has got on a bodycon dress

It depends.. on the style of the dress (example: shortness, material, cut) and the shape of the body that's wearing it.

The exact same dress can look overly exposed on a very very curvy girl with big attributes (like big boobs and ass etc..) ... and that same dress can look classy or plain on a girl with less curves...
