Depend where you live, in America I don't think you ll have a problem in my country and Europe in general yes you're too short.
Perfect height in my country is between 5'7 to 5'9 for a women.

Nope not at all, I wouldn't worry too much about your height, but if you want try long jackets, turtlenecks, tall boots, dress in black, all those give the illusion you are taller.
