I am exactly like that but am skinny and I am sure there are a lot of people who would think am sick or something. She just has a ton of weight which happily decides to go to the thighs and hips.

Women with that body type are pear shaped. I'm pear shaped, even though my butt isn't that big, and it's so frustrating when people stare at me every time I go swimming. To get your hips made smaller you'd have to rearrange all your internal organs lol so it's a little unrealistic.
