Females, why breast tattoos?

Why do some females tattoo their breasts?
Should they feel offended if guys stared at their breasts contemplating the tattoo.

Personally, I'm planning on staring underneath my boobs to cover the scars from my breast reduction but I'm sure I'll tattoo my boobs at some point.

I plan on being covered.

For women who don't have a full body suit, I guess they just think it's sexy and it can be.

My aunt had breast cancer and her girls got tattoos on their breasts on the side my aunt had to have removed
