Depends on the situation. If she does it for a reason , it is justified. If she has a good cleavage she should get guys to appreciate it a little at least on some days. Other days she can hide her cleavage and not bother guys much. So let her plan well when and where to show cleavage and when and where not to show cleavage. When going to a church she can dress well. And when going to a club , she can dress sexy. Where guys want cleavage to function , she should have the function ready to operate. What is the use of having a stunning cleavage if it is not going to be put to good use to attract guys and girls.

Oh yes, and wearing a shelf bra also allows flashing of nipple bumps when desired by opening a coat or sweater. I wear shelf bras like in the pic whenever I want to look and feel my sexiest. I think it determines on how much is being flashed and where. I know a lot of bartenders in my area will make sure their breasts are pushed together nicely to give the best cleavage view to those she's serving. Then you have those, that show just enough to notice but doesn't reveal all but you can still find her attractive

It can come off as trashy/slutty depending on how much of it is showing, how large they naturally are and where she is when showing it. Though I don't think wearing overly explicit clothing is appropriate anywhere. At least in terms if dating material.
