What's the appeal of thigh high boots?

Same reason as to why stockings are appealing and certain shoes. Though its more of a matter of thigh contrast ratio and leg shape as well. However one big thing to note is the style of the shoes themselves. For the most part I personally hate most thigh high boots because they pretty much make legs look like cankles. However the right boot with a buckle around the ankle makes is more of a fashion statement. To cut things short...
TL;DR: They aren't for the most part and are honestly gaudy and unnerving. However certain styles can pass.

Being tall without looking like you're trying to be tall by wearing high heel sandals or whatever. If it were so socially acceptable for straight men to wear high heels I'd probably wear high heeled boots because I'm short and I'd like to be not short xD

In most cases knee/thigh high boots are black which means that they make the bottom part of the legs look slimmer and accentuate the thighs making them look more thick/prominent and with that also draws attention to your buttom. It's kind of the same thing with knee socks where your thighs are given a more sexy look, because they stick out.

Difficult to explain why but my gods are they appealing. I suppose it depends on the style of boot, for me leather would be the most appealing. I think its one of those things that accentuates what it doesn't cover.

That picture is more like knee high. I think it is because thigh high is normally warn with skirts. Street walkers also used to wear them so that is also a factor.
