Definitely not small! They're bigger than mine were at that age (and bigger than some of my friends now), and you're definitely still going to grow quite a bit, so don't worry about it. Even if you don't grow at all, that's a perfectly normal size.

for a 14 years old girl i think you have reached the height and weight of the average adult woman, i don't think being cup C at your age can be seen has small, because again, that's in the realm of average for adult women

Maybe small chest measurement but average cup size at 14 you could grow more but I would say 32C at lower end of average for adult women
