If I put a dark blue hair dye, will it come out blue?

No. Your hair's green pigment is way too bright for it to be completely overpowered by blue dye, especially since they aren't even close to complimentary colors. Even if you could manage to overpower it, it would require so much blue dye that it would leave your hair such a strong blue that it would be outlandish.
My advice is to either let your hair grow out until the green is gone, or use something like baking powder to make it fade before you dye it blue. If you died it now, best case scenario would be something like this:

I personally think that would look good, but it's likely not what you're looking for.
Probably cyan or turquoise, but it also depends on how dark and solid the blue color is.

If you added a touch of purple to the blue it will cover it. But it would be a dark inky blue. I've done this before over the phantom green colour x
I think it would turn dark green or dark turquoise.

U get blue hair. Its not painting where the colours mix up.
The base influences how dark the color your putting over is. So yes, in some cases, it is like painting.
It can either turn dark blue or turquoise depending on the dye
