Yes and no.

A padded, or pushup, doesn't somehow add to the volume of your breasts at all - the padding is positioned in a way to lift all the titty you actually have - hence why an A cup pushup, doesn't have more padding than larger cup sizes. In truth, larger pushups have more padding to push up the weight of a bigger boob.
Also, an A cup doesn't have enough padding to make a woman a bigger size, its just pushing all her flesh up.
A very small A girl, will look smaller than an AA girl.

But Yes, because pushups make you go a size higher usually, to fit snuggly.

I am a 32C unpadded (red bra)

but

A 30/32 D in a pushup (black bra)

You go up a size in push-ups, because they force every bit of booby mass up, meaning the cups have to be bigger to hold it all.

So its No, because its really all your boob, but Yes, because you're not really a size bigger than your unpadded size.

Aren't most bras at least slightly padded to avoid anything showing through? Regardless, I don't think it's cheating or wrong. Wear what makes you comfortable.

I think women should be able to wear one if they want to for whatever reason. I consider the two things you listed to be very good reasons. I think I've even responded to a couple question on here about how to keep nipples from showing by suggesting wearing a padded bra. Wearing one just to make her boobs look bigger doesn't seem like a good reason to me because I like people to just be themselves and not try to pretend to be someone they're not, but if that makes her feel better about herself then I think she certainly has the right to do that.

It's more lying, but so is make up, hair extensions, padded butts, high heels, fake eyelashes etc.
It's all creating an illusion.
It's like if guys put a roll of socks in their pants and went around with a ridiculous bulge.

Wearing a padded bra for self comfort rather than just show offs is very normal and not cheating at all.
If one wear padded bra to impress or lure guys coz they love boobies might be called cheating though.

Not at all - comfort is the key here besides which generally padded bras only have a minimal amount of padding in them

I do because it hides my nipples. I'm tiny up there and it marginally increases the apparent size, but that's not why I wear them.

No lol I'm pretty mush sure most women do it. They are like 0.3 cm wide. It won't make your boobs mush bigger at all. Its Just to hide the nipple

Cheating is using plastic surgery to get fake silicone boobs. But you should wear whatever clothes make you look and feel the best.
