No, and not because these other girls are just prettier than her, simply because it's more than obvious it's a sort of "political" statement (for lack of a better word). It's not even that she's ugly, but for me to say that I must stress she's not pretty either, she's a person! If anything she's ugly when she makes the face she did in the first pic. Her features are just-so enough that they can't be ugly or pretty, which oddly enough makes for the perfect person to be entirely looked at for their persona more than anything else.

The same thing happened in Japan. Don't get me wrong, Miss Japan is quite beautiful, but they couldn't find a Japanese woman to be Miss Japan?

What would be said if a blonde and blue-eyed woman won Miss Japan? What if a redhead and green-eyed woman won Miss Ethiopia? Everyone would go nuts, and yet it's normal for black women to win these contests, even in countries where black people are less than 1% of the population.

So either one of two things is happening: 1.) The judges genuinely believe these women are the better contestants. 2.) They are selecting these women based on their skin color and perceived injustices against black people. Gee - I wonder which it is.
