Slutty, you're showing it all, legs and cleavage. I'd say it's still barely passable but those girls almost look slutty.

Sexy, you don't have to show skin. It's a feeling people get from seeing you, for example some people can be covered from head to toe but people still think they look sexy as hell. For dressing sexy, it's about how the fabric of the clothing shapes your body and the material of the clothing.
Shirts in fabric like velvet, especially tank tops, can look really sexy without showing too much. You can wear it with jeans, I wouldn't reccomend shorts.

Oh or wear a leather jacket or jeans that look like leather.
Also the color red as it's tied to sexiness.
Even if you're just wear casual clothing like jeans and a white shirt, adding some jewelry like earings, half tucking or tucking in your shirt and adding some heels (maybe even doing some soft curls with your hair or a messy bun) can look sexy. It's all about how you style your look.
