Good skin is mostly hereditary unfortunately. But depending how good someone's overall health is will probably reflect on their skin a lot of the time. It's not always true though I think because I'm considered pretty healthy, play sports and look after myself but I still suffer from occasional breakouts and my skin isn't really the most amazing. My skin actually improved heaps when I started using a mineral based powder foundation rather than liquid as it just creates excess oil and clogs your pores.
I'm thinking at least tinted BB cream.
There are probably some slight changes to the cell phone camera setting too.
Doing proper skin care helps too but I'm not great at keeping it up.
Masks help like some Korean facial masks and I do yogurt masks. The yogurt has lactic acid in it which is a mild acid for exfoliating the skin and it makes the skin soft.
I'd say it's highly likely they are wearing light makeup or have touched up their photos.
Generally skin is hereditary, but there are obviously thinks you can do to improve your skin quality such as eat well, drink obscene amounts of water, exfoliate, take vitamins, and do thinks like microdermabrasion and light therapy, etc.
Without makeup?
In that case you need to know why your skin is not clear and smooth, for that you will have to visit a good dermatologist and they will able to tell you what is wrong and what can be done.
Even after that to add the extra glow and attractiveness it will be better if you apply some make up.
Balanced diet and routine exposure to sun at the recommended hours.

Some people have strong genes, so they remain clear.
But if not taken care, soon after 30's or 40's they worsen up.
