No, Phi is a number that some people associate with beauty in architecture. But there is no objective reason for it. Index cards, monitors, and various other man-made rectangles in life often come somewhat close to the ratio. But, the most direct way to apply it to a person would be to say their width is about 2/3 of their height, just as it means for other geometric shapes. Someone would likely be quite round to reach that width, so for a 5'4" woman, that would equate to a waist about 10 feet around. I happen to like a big girl, although that's indeed pretty big.
