Good question. Personally I like the idea of leading a woman around on a lead. Not a normal choker to be sure, but you've got to start somewhere. If she's into it, I also like mildly clenching a partner's throat. It has to be consensual and I don't like doing it strongly. A choker can be a symbol of that kind of control. You can play with it or use it to pull her around.

I can't speak for everyone, but to me a choker emphasize the slim feminine neck. The neck is also an erogenous zone. I've heard it's associated with BDSM, but I don't have such association. A choker doesn't need to have much to do with dominance or choking to do. It may just stimulate the girl's neck like a neck kiss or grab, or work as an accessory to her outfit.
