Its the feminine thing. Girls subcounsciuosly love to submit themselves to a masculine, strong man, who can lead and show the way. Its like the man walking the dog with the choker, it kinda reflects that level of control. It maybe sounds really bad, but girls usually deeply really love this aswell as a man find it very attractive when women show these feminine traits.
So when a man wears this, it really look weak. It looks like the man can be and is controlled by someone, which is not masculine. Masculine for a man is being dominant, have this independent leader attitude that most women love.
I have some chokers, sometimes we''d wear them with other necklaces so it's like a combined look. Like I have a chain choker with a key hanging on it which could be seen as a dom, can match if our date is wearing a padlock choker. Subtle hints.
Some guys have a felt choker which Kpop singers sometimes wear, or dog collar types, sometimes tattoo chokers are cool.
Chokers typically tend to be a signal of a sub thing, but it can be the other way. I just like them combined with other necklaces too.
Aside form looking better on women, it's been my experience that just about anything will feel like it's choking me. Ignoring fashion, it's likely just a comfort thing, I prefer to wear things that are at least a little loose or have some give. I'm not claustrophobic but I'm not a fan of restrictive wear.

Personally, I think it's a matter of size. A girl's neck tends to be thin in comparison. A large enough choker to fit a male neck would be big enough to look bad. Plus it'd press on the Adam apple and that'd be terribly tedious.
