Strangers might treat you creepy because they hardly know ya. I've had people cross the street from 50 feet away because they could tell I'm a man (I assume, as it's happened more often now that I have facial hair).
They'll go off first impressions, so anything like looking stressed or tired or uncombed hair may look creepy.
When it comes to people you're talking to, having a bit of empathy/sympathy can go a long way.
