Absolutely. It is all about proportion though. If a girl has a wider waist she needs to be bigger all around. Thin girls with a wide waist do not look very attractive, but they are extremely cute once they fill out a bit. So a girl with a wide waist is actually more attractive with a noticeable belly as it makes everything proportional.
Also note that girls with a wide waist are actually more attractive to guys biologically.
