He was looking at me with sad puppy dog eyes. It happened again what does it mean?

So I was playing with one guys hair and when I looked at the guy I liked was looking at me with sad puppy dog eyes. Plus he did it before so I do not know what to do cause I really like him.

Well his friend asked me to play with his hair and he looked super sad when I looked at him pluse every time I talked he would look to see what I was doing and talking about so I do not know what to do? I do not know if he likes me or not. This has happened twice but the first time he tried to play with my hair and I am now very confused.
