Imho 2 works a lot better with the rest of the outfit, both in profile and style/texture. Top one would work more with a "dress shirt" style top or something similar. The volume on 1 is out of balance with the rest of the outfit and needs something else to play off.

Skirt 1 as is.
Skirt 2 if the skirt would be better, without crumbling lines. And with regular leg stocking etc.

Honestly, both look amazing. I think it would truly depend on the mood and day as to which one would be preferred. Each one has their own beauty and badassness.
