Would you consider this hairstyle feminine?

I know short hair on girls can be controversial but I was wondering if this style is considered feminine. Or if guys like this style compared to other short hairstyles on girls

If it was neater. it would be fine. But it's too messy.

The cut is fine and feminine, although I prefer a woman's hair just a bit longer. What turns me off about this is that the hair is all over the place... doesn't this girl have a comb or brush? Yes, she's outdoors and teh wind is probably blowing... but...

Femininity isn't defined with hair length or clothes a girl wears. It's entire image of a girl and her personality that makes her more or less feminine.
