I don't personally, peach fuzz type hair is normal. My 'peach fuzz' is more prominent because my skin is light brown but my hair is black.
The only time I removed hair from that area is during pregnancy when not only did my boobs become huge, they sprouted a few unsightly dark hairs which I tweezed out. literally max 2 on each boob.
If it's highly noticeable and bothers the person then by all means remove the hair in that area. If it doesn't bother you, embrace it. It's not uncommon.

I've never had to shave my chest lol never really had hair there and even if did it'd be blonde hair, so wouldn't be so noticable

would imagine many girls don't normally grow much chest hair. unless they have roughly equal or more testosterone then estrogen in their system. which can sometimes happen during or after going though menopause. only somewhat know because my grandmother started to grow hair on different parts of her body after she went though it.
Girls don't get chest hair like that, the girl in the picture has a special condition that causes extreme abnormal growth of hair. So no, girls do not shave chest hair.
