Not really, no. It's a uniform color and has basically no texture. If it weren't for the shadows and creases, indicating that there is a supposed to be a body and depth, I'd say this was just a dark blue-grey blob of paint, with a slight gradient thrown in for good measure.

This is peak "business casual": not only does it cover the woman's body, but it completely "de sexy-ifies" her; there is no sex appeal to be had here. If "prude" were a fashion, this would be the outfit of choice.

To answer the question: she is "sexy" because her figure contrasts well against the stark plainness of her clothing, not because the dress makes her look good.
