What can I wear to a beach-themed party that is cute and sexy without being too revealing?

I'm going to a college party which is beach themed (luckily not at the beach in this weather lol). Dress code is "Baywatch style red swim shorts, shirtless" for guys, for girls it is more vague: "sexy beach wear".

I want to wear something sexy, but I'm not bold enough to go in just a bikini or swimsuit. What can I wear that isn't quite so revealing, but still hot? My friend is planning a bikini and some kind of shawl or something but I'm not sure. Any advice from guys on what you think would be hot, or girls on what you would wear?

If you want to do more than just be another girl in a bikini, then put a little thought into it- that's what everyone ELSE will be doing, so look online and see if you can find a "sexy octopus" or "sexy hermit crab" costume.

Beautiful Asian women could easily go in a string bikini because of their beautiful bodies. If you are a White woman I would suggest sweat pants and maybe a hoodie.
