Why are shorts, t shirts, tank tops, bikinis, swimtrunks, sandals and bare feet a fashion statement on beaches and in summer?

In the Vietnam War, Marines wore shirts, pants boots, helmets and carried heavy weapons in the hot tropical jungle. And they swam across rivers and to shore in those very clothes. Shirtless was forbidden and unArmy-like. If you were lucky, you could be sleeveless.

Garments prevents skin cancer and being scratched up. Boots/shoes prevent damaged feet.

Civilians today afraid of getting a little hot and sweaty?
