The best girlfriend I ever had was 5'2". She always wore heels when she went out unless she was jogging or walking for exercise.
One time, we walked all over San Francisco and she wore 3" corkie wedgies the whole time up and down hills all day. She never complained.
One time I asked why she always wore heels and she said she thought her legs looked funny without them. She was wrong. Her legs were gorgeous and perfectly proportional to her body. Maybe she was self conscious about being short. But I thought she was exquisite.
Don't get me wrong, she rocked a pair of heels, but I wondered if they got uncomfortable. She seemed used to it, though. And her petite feet were perfect, with no wear or damage that can come from wearing heels.
Thats sweet. So I guess it doesn't really matter?
It doesn't matter to me, although women do look great in heels. They give a woman a certain strut and sashay. They look like confident little bad asses. But heels are only appropriate sometimes. Women's legs often look lovely without them.
And some shoes, whether heels or not, are tasteful and some are grotesque. I like open-toed pumps. I don't care for the ones with sharp, pointed toes. And I despise the ones with platform soles and spike heels.
Some sandals are nice and some aren't. And sneakers or athletic shoes look good.
Barefoot can be adorable.

Buy better shoes. Try thrift stores and resale shops in wealthy areas.
Okay so you would prefer her to wear heels?
I find them attractive when they are appropriate. But it's not a deal-breaker. If you want to wear heels, better shoes will be more comfortable. My wife buys mid to high priced designer shoes at resale and thrift shops. Some are unsure, some have been worn one l once or maybe twice.

Some are new, some have been worn but it's not noticeable. We're both amazed that the things people donate. Fairly often she will find flawless shoes for $50 or less that were close to $1000 at retail. She has Manolos, Jimmy Choo, Prada, YSL, Stuart Weitzman (not expensive but very nice)...
Better heels are more comfortable because they are made to be -- padded insoles is one key difference.
I'd prefer she be comfortable, since a comfortable person is a happier person, and more pleasant to be around. Do heels make a woman's legs/butt look better? Well, sometimes, but I've always been more fond of the contents than the packaging. Heck, I've been on dates where we were both in our pajamas, and just managed to make everyone else look overdressed.
And given that a 5'3" woman wearing stilts would still be shorter than me... Hmm. Now that I see that written, I'm kinda tempted to start dating a short girl and have her take stilt lessons, so she can have an excuse to shout "Flee before me, puny mortals!" as she walks down the street. That's something not enough women get a chance to do.

I honestly hate the look of high heels. Something about them just make me feel uncomfortable.

Whatever she like. If she want to wear heels it's fine. If she wants ankle. boots or cowboy boots that have a heel and better support that is fine too. What ever is comfortable for her.
