Should moisturizer be applied on damp or dry skin?

I see everywhere that moisturizer should be put on damp skin so to lock the moisture in but every moisturizer I've ever had specified on the box that it should be applied to dried skin. So which is it? Do I need a special formula for damp application or...

Ok, this is something new, make this little experiment and see for yourself.
Take 2 glasses any 2 glasses but make sure they are the same, take a bit of oil, cooking oil is fine.
Take the 1st glass and wet it on the outside under the water. Then pour a bit of oil over it see if it sticks.
Take the 2nd glass, keep it dry don't put anything on it, now pour a little oil on to the surface of this one.
And now look at the difference.
Think of the glass like your body.
