Pale white. That doesn't mean I have not seen women with dark skin who I find attractive, but the most attractive to me is pale white... it's so damn sexy. The least attractive is artificially dark as a result of a sun tan or other means.

I have dated women from different cultures around the world, some of which have populations that have largely darker skin tones. Every one I ever discussed this with said that even in their own country, the whiter and lighter the skin tone, the more admired by other people. They consider it a very desirable trait.

As someone that is insanely pale (Irish heritage) I would love to have a bit darker complexion. As far as tanning goes to get a darker look, it takes me forever to get there. If I get too much sun exposure too quick I'm likely to burst into flames, lol. So, I'm pretty much resigned to being pasty white for the duration of my existence, lol.

Actually both. It depends on the overall look of a person. Two of my long time celebrity crushes are on opposite ends of the spectrum on this. The trick is to just OWN whichever look you go for and not let it be an unfortunate consequence of things but rather a conscience choice.
